Was Val Kilmer ever considered a huge A-lister during his peak?

I naturally first assumed that he was or had to have been since he was Batman. But I started thinking about this after reading this thread on Reddit:

Some of his more iconic roles outside of Batman such as Tombstone and Top Gun have him in sidekick roles or at best, the third or co-lead like in Heat. Did it seem like outside of The Doors, he was never able to become a leading man despite his fame?

With Batman Forever id say he was for a while, The Saint, Red Planet were Kilmer leading films
