Why Was Teresa Banks A Blue Rose?

I know the Blue Rose was never given an explanation, but are we ever given any indication of why Cole sends Agents Desmond and Stanley to investigate Teresa Banks' murder in the first place? I honestly never thought about this until now.

The hydrangea, which in the U.S. is found mostly in the Eastern half of the country, is another flower that produces blue blooms when it grows in certain kinds of soil.

In The Manchurian Candidate (1962, Frankenheimer), Korean War veteran and U.S. Army Maj. Bennett "Ben" Marco dreams about them constantly.
