that scene is totally cut from the R rated version. When I saw the uncut version I was really shocked by that scene; it is pretty nasty, but it makes the film stronger somehow..

2 things about this scene that i don't believe have been mentioned: 1. the actresses are mixed up on the cast listing - Bianca Hunter was actually the driver, but she's listed as "Passenger." 2. the funny thing is, since the passenger was turned around during the entire masturbation part, from what she heard, she thinks the driver actually DID actually give him oral...! could you imagine the driver trying to make the passenger believe she really didn't? "no, really, i didn't touch him at all" ... "yeah right!"

shareHim not blowing his load inside the car or getting them to actually suck him off serves a major point. He is on a power trip and knows that they can't do anything because he is a cop and that it will be their word against his and the cops would more than likely have his back.
If he did get them to suck him, it would have been forced oral sex and on top of that had he actually left any DNA evidence behind - he could have been easily done and picked up for the crime.
I imagine when he did climax, he let it hit the ground or maybe the car door because those two girls would have been in way too much shock to gather the evidence. On top of that, if you pay close attention to the scene, it looked rather murky as if it had been raining - so evidence washed away.
But from a guy's point of view - it was sort of hot in a domination sort of way but disturbing at the same time because how would you react if somebody had tried to do that to your girlfriend, daughter or sister? Not something you'd indulge in unless your partner was into kinky dirty games. So there.

2 simian ninja - first of all, how would one even KNOW whether one's partner was really into kinky games and 2 - even if they were, wouldn't this type of thing that the lieutenant did STILL be wrong AND hurtful, not to mention, and with good reasons, criminally offensive?

With Walken as the lead, the lieutenant was going to end up dancing in the streets with the girls as the sun came up. They'd be wearing his gun belt and hat, and they'd have the radio on, you know what I mean? But oh my god, Harvey, he turned it into this whole other thing.

Okay, rewatched the film again and the driver is the same girl from Trees Lounge that Steve Buscemi and Chloe Sevigny are partying with back at Mike's house. She is the driver not the passenger. Her name is Bianca Hunter and I suspect that she would have been Harvey's live in babysitter at the time because the other girl has an extensive bio which does not include any such information. Bianca has just done a few roles and since Buscemi had worked with Harvey on Reservoir Dogs, it makes sense that she may have made the connection via that association. Just a guess though. She also eventually played one of Mark Wahlberg's six sisters in The Fighter.
Yup, this clinches it... she appeared in Goodfellas (scenes cut) with Lorraine Bracco who was married to Harvey Keitel at the time:

Watching tonight, I just noticed that. They left the traffic stop in, then cut it before it got graphic. I bet it had to do with the girls being underage and all -- everyone's super sensitive about that stuff now.

I think they were less sensitive about underage stuff back then. Things like teacher-student sex ... you saw a whole lot less criminal charges then, and admins would handle it by just quietly telling the teacher to quit or face charges. Priests who abused kids would still get handed off from diocese to diocese. Now everyone's hypersensitive about that stuff, but it's better than being inattentive to it.
