How did Admiral Cartwright benefit? (Spoilers)

Something that never made sense to me as how Admiral Cartwright would benefit from the Klingons and the Federation not ending the hostililty that existed for many years between the two groups. Based what we have seen in TVH and this film, it is pretty much well established that Cartwright is pretty much the Eisenhower of Starfleet; it makes very little sense for a top officer to be opposed to making peace with an old opposing force and building a new alliance.

He hated Klingons so much he was willing to team up with a small group of them to ensure the peace treaty fell through. Kinda like how Chang was willing to kill his own leader over it.
