While not the best movie, you are right...there really is something about it!
Here are the reasons I think (some of which others have pointed out):
1) The chemistry of the leads. Real life brothers doing what they do best. And both are very likeable overall, but especially these roles.
2) The blue collar heroes. I can't think of a another movie where Garbage Men are the heroes like this. And it doesn't thumb their nose at them, they are probably the most clever characters in the movie.
3) The cartoonish antics, especially of the villains.
4) The somewhat haywire plot. So many things happen in this movie that are just wild...and completely implausible...and it all works out in the end.
5) Keith David is fantastic in this. He is always a great actor, but this he hits it out of the park!
6) This perfectly captures its time. It seems one third Police Academy, one third Beverly Hills Cop and one third a Kevin Smith type movie (the blue collar working joes, and the weird white rastafarian is kind of a Jay Mewes type.) It is right at the end of one era, but a slight glimmer of the next.
Anyway, I would consider this a classic film. It is sloppy in a lot of ways (especially the writing) but its a lot of FUN, which trumps pretty much everything!!
