Koontz's Roll of Quarters

Did anyone else love it when Koontz sees Pennywise and drops his roll of quarters that split open on the floor? It's such a great tip of the hat to those who have read the book. I never knew why that happened in the movie until I recently read the book and then re-watched it. That part of the book sent chills down my spine, knowing that the institution guards could abuse the patients as long as they only used a roll of quarters. Stephen King really did have a creepy way with the small details, didn't he?

What's that mean, exactly? I always just assumed he had it because punching someone with a roll of quarters in your hands reinforces your fingers and makes the punch heavier.
