I don't know.... PG-13 films usually allow for the use of 1 or 2 "fucks" as long as they aren't sexual. Like, The Rock in Fast Five: "Stay the fuck out of my way"... Top Gun in 1986 was only PG and there were a bunch of sexual references... even the sex scene between Maverick and Charlie was rather, well done - no nudity like the dicking that Sarah Connor got in The Terminator, but if during that "tender scene" with Maverick and Charlie there would have been moaning and she said "Fuck me"... we're skipping over from PG to R.
Now, License to Kill - it had some moments. No bare tit - and you can show that in PG-13, or at least back then you could. And let's be real, I wouldn't have minded seeing Bouvier topless. But, the language wasn't all that bad - a couple of "oh shit's" and "bullshits" but no F words. Felix getting slowly chomped on by tiger sharks was a mild equivalent to the chainsaw scene in Scarface (1983)... However, the thought of gleefully watching Felix get chomped on was kind of disturbing. Felix was also able to scream, whereas Angel, in Scarface had his mouth taped shut. It's weird how the MPAA would find one more R-Rated (intense) than the other. Hell, even the police in LTK though Felix got mauled by a chainsaw talking about how they sell more in Miami than in Oregon - obvious Scarface reference there.
