It was a better show, more entertaining and better characters and performances.

I rank them as equals. Both shows are a big part of the 1990s and my childhood

Without Arkel there's nothing unique in Family Matters - only fun and heartwarming TV series but not more funny then other TV series. I loved both show, but Fresh Prince is better show for me, with more funny and interesting characters overall. Also, I remember more memorable scenes from Fresh Prince than Family Matters.

Fresh Prince was pure cringe and Will Smith was and is a terrible actor. Family Matter was only slightly cringe with some heartfelt and funny moments. I don't remember anything funny from the Fresh Prince except when it was unintentional like, "Why do he love me?"
