Both are relentless when it comes to a fight, and they've proven themselves over and over again in several movies.

shareIt depends on the circumstances; but in most cases it will be Riggs (who is lightyears ahead in training and skill in both firearms and hand to hand combat and is in better shape physically) You can argue which is smarter, Riggs is smart but reckless; while McClane is quicker on his feet with planning (IMO).
If they go toe to toe, Riggs wins every time (almost at least, anything can happen in firefight but Riggs is a far, far better shot). McClane was always more of an average everyman that just had reason to push beyond his average limits. The one advantage McClane could have is if he came up with a quick plan that took advantage of Riggs' recklessness; such as goad him into a fist fight but then just shot him when he puts his gun down, a la Raiders of the Lost Ark.

shareRiggs wins a fist fight, no doubt. He has martial arts training and McClane gets beat up every single movie lol. He even got handled by a woman once. Riggs would kill him bare handed with almost no effort whatsoever.
A gun fight, though? Might give it to McClane. He's beaten much tougher and more dangerous adversaries than Riggs has.
It's not even close. Riggs kills Officer McClane.
