My gut tells me the actress was singing off key on direction, something that's actually very difficult to do for those who are not tone deaf. Katey Sagal used to do this on Married With Children even though in real life she was a professional back-up singer.
If you mean the character Lisa, then it wouldn't help. You can't teach someone who sings off key to sing on key. They just live the rest of their lives listening to Taylor Swift and Jazz.
Definitely was done on purpose just to show how corny the talent show was until Johnny reappeared.

Lisa had to be bad so that Baby could shine. The parents thought they had their daughters all figured out before then. Lisa was the pretty one who’d marry a doctor and decorate their big mansion. Baby was the brainy one who’d go to Washington after college and become a judge or a Cabinet Secretary.
