Would you consider 'Bates Motel' part of the 'Psycho' franchise?

I mean, it does in a way tie in with the other movies...Just because it's a weak movie, doesn't mean it's not part of the series...I think, as bad as it is, it should be considered part of the "Psycho" franchise...

Psycho
Psycho II
Psycho III
Bates Motel
Psycho IV: The Beginning
Psycho (1998)

I consider it part of the series. It uses the same characters and setting as the previous films so therefore it is a sequel whether you enjoy the film or not. That would be like saying Halloween H20 isn't part of the Halloween franchise because it decides to ignore parts 4-6 and continue where Part 2 left off.

The only movies it ties into is Psycho and I feel it could serve as a sequel to it since it opens up with Norman getting arrested for those murders.
Both the movie, Bates Motel and Psycho IV: The Beginning serve as alternate endings for Norman. In Bates Motel, Norman is committed for life, but helps a young man get better and gain the freedom Norman never will since he dies in the institution. In Psycho IV: The Beginning, Norman is released and successfully fights his mental illness. In fact, I wish someone would do some editing of that movie so it has no ties to Psycho 2 or 3.

I thought of it as an alternate time line. Until I watched it of course. Now I feel it's better to probably ignore it
the way I see it the series can be viewed in 3 separate time lines.

1.
Psycho
psycho 2
psycho 3

2.
psycho
psycho 4

3.
psycho
bates motel.

I have an old reply here when IMDb had a message board so here is a better reply. I think it is both a version of the original movie since it does change some details, but I also feel it is a sequel as is the wrongly named Psycho IV: The Beginning which is also a prequel to the original. As sequels, both this and Psycho IV: The Beginning have different outcomes for Norman.
Spoiler Ahead:

This movie has him institutionalized for life and dying there but helping a young boy get better so he can hopefully be released while Psycho IV: The Beginning has him free and fighting his mental illness.

Watching this it seems so far removed from the others in the franchise, based on it's stand-alone story. I would say no.
