They were a joke on DS9, though. TNG tried to make them a more serious threat and featured episodes with them as antagonists, but it didn't work, so on DS9 they were a big ridiculous parody of capitalism.

The Ferengi became a caricature of capitalism on TNG since they didn't work out as a scary villain. DS9 just continued what was established on TNG.

You realize, of course, that your request could actually have the reverse effect and lead to even more Borg threads?
The Borg probably started off with great potential as far as Trek enemies go. But just as you've observed about all the Borg threads, they were used too much and overdone. I don't think they could really figure out what to do with the Borg. By the time they got to the point of Seven of Nine and the Borg Kids (which might have made an interesting Saturday morning cartoon), they should have just found a way to put the Borg out of their misery once and for all.
If the Borg weren't so popular, they wouldn't have been used in every Trek series and in the movie, FC. They even had a roller coaster at Carowinds, Borg Assimilator.
