Personally, I thought Frank had the right idea about it. Stay small....not posing as a threat to the rivals. Make some sweet money using a good front but don't draw too much attention in the trade or from the authorities. Slow and steady wins the race.
I'd be Manny, Tony's right hand man..but I wouldn't mess with his sister. I'd try to smooth Tony out, make sure he keeps his head on straight and concentrate on business..keep him away from toxic women like Elvira. Me and Tony would be rich, I'd make sure other guys do all the dirty business like getting rid of rivals and anyone who stole our coke.
Though Id favor Frank because I believe that Tony (and by extension..anyone around him) would seek more and more power until he destroyed himself, I believe your choice of Manny is pretty sound. "IF" all had gone well and stayed like it was when Sosa and Tony were on good terms.... there if nothing that Manny should ever want for. He had youth, the looks, the money, and wasn't the main target/face of the Montana empire.
I still think Frank had the best model of the business. He was rich but not a target. His major mistake was giving Tony too much power; should have kept him as an enforcer and paid him very well. The hit was sloppy and could have been handled a lot more efficiently and effectively.

It just goes to show you again an example of Frank's bad judgement on things. These two were quite possibly the worst hit men in the history of movies and it just so happens that Frank Lopez hired them.
I would chose to be the owner of that sandwich stand that employed Tony and Manny in the beginning. It always was a dream of mine to own a sandwich business
