The gangs were intentionally made to look outlandish, but the several multi ethnic gangs have to be the silliest

Forced diversity in film has been around for a while

I was around when this movie was released in theatres. There was a major uproar in the media about outbreaks of violence where this movie was being screened, but I do not remember anything being said about the ethnicities of the gang members.

Actually there were quite a few multi ethnic gangs back then. There were also majority white gangs. For whatever reason, although whites still join gangs it’s a small number and majority white gangs no longer exist. At least not in America . I’m not really sure why this is
