Too easy.
While the two-parter "Ponch's Angels" and its sequel "Mitchell & Woods" were bad, the award goes to...
"Force Seven" (final episode of season 5)
Officer Rick Nichols (played by Tom Reilley, who returns as series regular, but totally different character, Officer Bobby "Hot Dog" Nelson in season 6) has somehow become known as a screw up on the Highway Patrol so he is assigned to the new, secret, elite Force Seven (yes, assign your screw-ups to your elite unit, so much for merit). This is a special unit that uses Judo and martial arts (and, since this is CHiPs, not guns) to beat the bad guys, even when those bad guys are armed to the hilt with automatic weapons and stinger missiles. Fred "Hunter" Dwyer is the commander of this new unit and, along with the rest of the cast, chews up so much scenery that NBC probably had to expand their dental plan just to cover the tooth damage resulting from this one episode alone. While CHiPs was never known as the "Shakespeare of television", the writing, acting, casting, stunts and effects on "Force Seven" hit all time lows (although airborne car crashes were kept to a discrete minimum).
Even talented actor John Rhys-Davies (Indiana Jones' buddy Sallah) as the chief bad guy couldn't save this stinker of an episode.
