They could have married them and kept the Shirley character in the background and just mentioned her. Every episode could've been like a running joke for the writers to try to one-up each other week after week on who would come up with the best weekly scenario as to what she's up to without showing her.

I asked my brother about this since he has seen the show more than i have, and he said that Carmine was pretty much a "kept man" because of all the rich women who took lessons in his dance studio so thats why he didnt marry Shirley..

Carmine was Shirley's orbiter, she knew it and kept him around as a fall back plan in case she never found anyone better.
