Crawl Space? Long time ago now, but I think it was.
shareCrawlspace is definitely one. The landlord lives in 1 unit in the building, then rents out another to a coed. He hides in the crawlspace between the walls and watches her through peepholes.
Alone With Her starring Colin Hanks is similar. A guy stalks a woman by installing high-tech surveillance stuff all over her apartment.
NO, there is a made for TV movie from 1972 called Crawlspace. NOT the 1986 one you're talking about.
