shareObviously not, because we never heard of him again. He was just part of the end credits. Its like the explosion footage during the end credits of Apocalypse Now, nothing to do with the plot. Some people just overthink it does.

I suppose, once Jaws arrived, they didn't want another villain returning in the Moore era so they just got rid of the idea.
No he doesn’t, his presence on the train was just meant to open up the possibility that the film takes place in the supernatural universe (although it is never confirmed).
