That murder parade is just roaming around all slow on its amazingly perfectly timed murder. They knew the target would be at that spot and linger for the entire time it took for their slow asses to get to him. What an insanely stupid murder. Imagine the planning of this. Imagine how easily this gigantic effort could have failed. Emblematic of what went wrong with the Moore stuff.

The point of the scene is to give the impression of a genuine funeral. Funerals are by their nature slow moving. Hence why this one started slow to show audiences that this appeared to be a traditional funeral.
However, New Orleans and others can also be joyous and celebratory.
This particular funeral was a subterfuge to cover the assassination of the agent.

Yeah, I preferred the more realistic stuff with Sean Connery. Where he made sure he didn't draw attention to himself by using a jet pack to fly across town, where he had that advanced surgery that made him look Japanese, where Q made sure the Aston Martin had a shield to protect the windows instead of just you know making the windows bullet proof, where Bond could turn a car onto it's side while driving through a narrow way, where the whole world knew who James Bond was "Oh my god, you've just killed James Bond!"....
Roger Moore did make them silly🙄
