Even if Harry was out of order, the law didn't necessarily have to release Scorpio.
If there actually WAS evidence of some sort, and at one point, a DIRECT confrontation with police officers including one officer shot dead, that he was guilty?
So maybe yeah Harry could have been reprimanded for how he mistreated Scorpio according to the letter of the law but it doesn't mean he should be released under the proverbial "scot free" way even if unfair force was used against him.
People sometimes also forget that laws we have are created BY humans and FOR humans, they are not absolute universal laws of nature with a one size fits all mantra universally attached to it nor was it set in stone. And yet laws in our world are systematically flawed and act like they are independent of humanity or maybe its just the way system works and its more complex and cannot be easily explained in a single sentence.
Imagine if laws DID operate under human desire and a universal banner of humanity and common sense. Then folks like Scorpio WOULDN'T just be let go, correct?
Come to think of it, should humanity progress towards the point where law really does meet general public desire and operates in order to please it at least for the MOST part, even with other nuances and complications around that a system can detect but an ordinary mind, even of a GOOD human being, maybe unable to do so?
