I haven't seen Dictator. I did see City Lights and The Gold Rush. Both good, especially City Lights. But Modern Times is still my favorite. Because:
Funny? Yes. Not just slapstick humor. It has subtlety. I loved the stomach gurgling scene with the preacher's wife.
A love story? It is in the top ten IMDB list of love stories. Unlikely, but touching and haunting.
Social Comment? Yes, a wealth. On homelessness, hunger, repression, dehumanization of the mechanical world.
Personal Adjustment? Definitely. If anyone has ever felt left out or not able to fit in, this is a movie for you. It also comments on the little persons' struggles against the big and powerful.
And to me, Paulette is enchanting.
P.S. For an earlier Chaplin film, check out The Kid.
