Djokovic clearly obtained his success through performance-enhancing drugs. Not the GOAT.

Djokovic explained his initial burst of dominance as being a consequence of going "gluten free". Murray was asked around that time if he had tried it, and said he was weaker when gluten-free. Djokovic later started eating gluten again but his dominance continued... thanks to PEDs.

His fortunes took a suspicious downturn at the precise moment of the well-publicised Sharapova drug bust. OFF the PEDs... for a while, anyway.

Djokovic threatened to sue a journalist who once wrote that he was serving a silent drug ban. He then backed off and took no legal action... because he was on PEDs.

Murray publicly advanced the idea of more frequent drug testing. Djokovic and coach Boris Becker spoke against it.

Djokovic is on a years-long warpath against COVID vaccination. Not for honourable reasons, but because of the possible interactions with his PEDs (which have also freaked numerous gassed weightlifters and sportsmen).

Then there's his penchant for mysterious, extended toilet breaks in which he takes his bags along with him. His bizarre ability to play extended five-set games into his late 30s, while showing zero fatigue and very little sweating. His trademark eye-popping rage outbursts on court. His liking for suspiciously inhaling from "water" bottles while seated at courtside.

Djokovic owes his career to PEDs.

Curiously enough - not taking the jab may in fact give him an advantage - the rest of athletes may suffer for the rest of their lives as a result. So, yeah - not taking something that has a good chance of screwing you up for life may indeed be treated as a PED.

As for the Sharapova bust in 2016...

Before 2016:
Grand Slam Titles: Djokovic won his first Grand Slam title at the 2008 Australian Open.

Career Highs: He reached the World No. 1 ranking for the first time in August 2011 and held it for a record 223 weeks by the end of 2015.

Notable Wins: Djokovic won multiple Grand Slam titles, including the Australian Open, Wimbledon, and the US Open.

After 2016:
2016 Achievements: Djokovic completed the "Nole Slam" by winning the Australian Open, French Open, and Wimbledon in 2016, and was the runner-up at the US Open.

Post-2016 Success: He continued to win Grand Slam titles, including the Australian Open in 2017, 2019, 2020, and 20211
. Olympic Gold: Djokovic won his first Olympic gold medal in singles at the Tokyo 2020 Olympics.

There's some video on youtube or the twitter showing him getting special bottles handed down from the stands multiple times.

But I think Nadal is the biggest question marked player of the modern era as far as PEDs go.

Ultimately though, it's probably naive to not just be expecting all top level sportsmen / women to be doing whatever they can to increase their chances...
