Well, we do know the virus was genetically engineered and some researcher at the Lancet (British Medical Journal) said the base technology was American. Also, Fauci, through a secondary company, did funnel funds to the Wuhan Institute of Virology (see Senate Hearings on topic, particularly Rand Paul's questions). So, while he can't say he invented it, he can say he played a role in its development.

He work with the Wuhan lab for gain of function research. I don't consider it a conspiracy theory because we all know covid was created to get Trump out of office.
