Hard to say. The police didn't find any images on his computer, but he did access the site even though he cancelled his credit card payment immediately.

Plus, if one comes across such web sites, it may be wrong to access them but say someone has to report them, and plus, the police may happen to also view material but they aren't breaking laws themselves, right?
