Why yes, yes he did.

Pete purposely didn't bet on certain games, games when either Bill Gullickson or Mario Soto pitched, and he stacked his bullpen for the next game he did bet on.

"If you're not with us, you're against us" Manipulating the team to stack for days he was going to bet means he was betting against his team on the days he didn't bet. A bet not lost is a bet won.
