Well, he might have been responsible for 45 million deaths, but they weren't all intended to be killed. The sad fact is Mao was just a fucking moron that didn't have a clue what his great plan for communes and farms was going to do. He foolishly rounded up farmers from existing farms that were producing food and then crammed them all into communal farms that lacked the infrastructure to grow fucking food with a shit. So while he was responsible for 45 million deaths, the vast majority weren't people he rounded up with the intent to kill, they were victims of his stupidity. Hitler and Stalin on the other hand mad conscious efforts to eliminate people which is why they are generally thought of as being worse mass murders. You can really only safely assume that maybe 2 or 3 million were targeted for death by Mao, which isn't even close to the number Hitler had rounded up and killed.

He is not only responsible for about the 50,000,000 deaths caused by famines, in the great leap forwards, but he is also responsible for about 5,000,000 deaths which were basically purges made by the communist party, which killed anyone that opposed the party, he is also responsible for the thousands that died, and the thousands that were prosecuted in the cultural revolution, he was just a very mean person.
