He has a net worth of $12 million, according to several different websites. He is a good actor, but is not a household name or a big star. No one is going to see a movie just because he is in it. There's lots of struggling actors that make less than him, so I don't think he should complain. If he thinks he is worth more than what he gets, he should get a better agent.
