How can a streaming service not have the rights to their own original content?

I'll just copy and paste the relevant text of the email. Thank you for contacting Paramount+. We’re sorry you’re unable to The stand Episode 2. Apologize for the inconvenience this has caused. Due to streaming or show rights or licensing restrictions the Stand episode 2 is not available to stream.

The rights may have been licensed to another service, making them temporarily unavailable there.

They have sold the license. It's like if you made a t-shirt but then you sell it. Now you can't wear it yourself eventhough you're the original creator.
