The STOPS in the expression ‘pull out all the stops’ are organ stops—mechanisms that dictate which pipes sound when the organ is played. Pulling out all of the stops creates the fullest, loudest sound possible, and so figuratively means ‘to make every effort’ or ‘to go all out’.
