In general, it is.

But it is acceptable for men these days to be very feminine. So I wouldn't worry about it too much.

I don't think it looks feminine on men. It looks super comfortable if you can get it to fold over properly. I'd have to break mine to get it there.

I think if you mean the typical way I have seen some women do it, yeah it can be uncomfortable for some men to attempt the position. I know I have tried it and its a distinctly uncomfortable position.

I have seen both men and women do it equally based on my experiences in the southern United States. These people consist both teenagers and young adults in general. It could be that women doing the habit is more well known in media and culture. I believe it is bad form in many parts of the Middle East since the potential showing of the bottom of your feet conveys a message of disrespect, drawing comparison to the dirt you walk on to the individuals in your presence.
