As far as I remember the manga, they all are humans, that "upgrade" via technology, becoming cyborgs in doing so. Like Robocop. Even those, who have mechanical heads/faces, bear a human brain (which may or may not have been upgraded as well). Alita, however, is 100% artificial, an android/robot.
