Every few years the pronounciation of every word undergoes a review. It's called "being progressive", and it's fueled by the insatiable desire to correct others.

I think you're right, it was strongly implied that it was JFK. Someone said the VIP in the film was dead. JFK had been killed approximately 6 years prior.
The state line was thrown in as a plot gimmick, but in a "movie world", you'd end up with two law enforcement agencies on scene trying to claim jurisdiction for the crime. In the real world, they'd each be trying to shove jurisdiction onto the other.
