Charlie Sheen. Simply because out of these two Charlie has more star charisma than Tom Cruise to pull off any project.
While I also wouldn't rate this movie above 7 but to get to your point may be it would not have been advisable to release all the information to the public so as to avoid any panic or hysteria etc. But yes if all the data that the linguists gathered on their visit to the aliens were to be released to the public at large then maybe it would have been faster to decipher the alien language.
