Too much melodrama: Check
Let's send emotional unstable people into space who complain about every stupid thing: Check
Have only 1 family carrie the show and the rest can go hit the fan because we don't care about them: Check

Deserves a 4.8 rating: Check

When will a good sci-fi show like BSG level return to the screen?

There are plenty of good writers out there. The real problem is that the decision makers who give a green light for production think most of the audience is dumb anyway, so they don't really bother much with the storytelling. Success of the reality TV crap is just confirming their hypothesis, so they stick with their theory.
