Is the real power with the priests rather than the oracle?

Fascinating story, the Rajneesh cult's settlement in the US... A lot of political intrigue and raises the age old question:

Does the real power in these cults and religions reside with the priests and officials or with the oracle and gods? i.e. Are the Sheela's of these worlds in control, or the Bogwans?

For me the whole thing became about the guns
Guns guns guns
The authorities in Australia would never have worried about the guns going in, because no one would have had them!
So sorry for America, this is always the issue!
