Arthur clearly became different person at the end, during the third act. Maybe all the drugs were holding him back? Or just an idiot?

Yes, the drugs were holding him back... keeping him sane enough to barely function in society... while holding him back from becoming his true self.
He didn't seem all that different to me, and certainly not a criminal mastermind. He behaved about the same, just more sure of himself after his revelation regarding his life being a comedy rather than a tragedy.

He had already understood though, life is meant to be a comedy and everyone should (and will) know it.
