What was the black and white movie the main kid was watching on TV?

Around the 15 minute mark the main kid was sitting on the floor watching a film that was black and white, but in the film, a bathtub was being filled with red blood. Was that even a real film?

It could've been a made-up movie for TBP, but I don't see why they couldn't have had photographic effects to filter out certain colours even in the 1970s.

The movie is called The Tingler and was it was made in 1959.
