But Why did Will have Judd kill himself?
Will has been full of rage since the events of 1921. His rage was tempered or held in check by his dream of belief in The Law and of one day being a representative of The Law. Finally being able to protect those who needed protection, to even capturing those who felt themselves above the law and dispensing justice based on The Law.
When he found out that the roots of those who broke the law were deeply embedded within the very fabric of those who made laws and were sworn to protect, Will exploded. It was revenge that appeared and felt righteous to him but not satisfying as it never erased Tulsa 1921.
But why kill Judd? Why was Will seeking "Hooded Justice" against Judd in what appears to be Judd's only crime of just holding onto and honoring his own legacy? Did Judd spare Angela the night of the "White Night" just like the police department spared Officer Will from hanging to send a message? Were the "Refordations" used to make Angela forget the historical pain of racial injustice and she had moved on when Will could not?
