Dark elements of the government creating clones in their underground facilities. Look up D.U.M.B.S. also. There is another dark plotted movie from 1978 that was nominated for 3 Oscars called The Boys from Brazil, a very good thriller about cloning and the evil it could be used for. I believe it can be done.
