That looks like a rain jacket with some stuff added to make it look sort of superhero. The boots don’t even match either.

Looks like the leathers we used to wear for motorcycle racing back in the '60s and '70s.

The Batgirl costume worn by Yvonne Craig more than half a century ago was far better, and Craig was far hotter.

Yvonne Craig was so hot in that outfit. She was hot anyway (ever seen her bikini pics?), but in that outfit she was scorching.
