I would need to rewatch them all to do this--Rocky II in particular is very hazy in my mind--but I agree that Rocky IV is #1. So awesome!
If you are an Amazon Prime member, there's a 50-minute documentary on there called Rocky IV: The American Punch that you should check out.
Other than that, I think you have Rocky way too low. I would probably have it in the second or third spot.

Thats how I am with Rocky....Its far and away the best film of the series, I'm in no way saying Rocky 4 is better...
I'm only saying I like Rocky 4 more and can rewatch it and enjoy it more than Rocky 1...
If I were making A "Rank The Rocky films by quality" List...Rock 1 would be #1...
But This list was My "favorite" Rocky films....
please tell me there are films for you that you watch maybe 1 or twice and have the opinion they are Great films, But dont really want to rewatch them very much?
and PLease tell there are films where they are just fun and for whatever reason you want to watch them A lot?
Its doesnt mean The fun film is better than The Great film....It just means You Like and enjoy the fun film more...

Rewatched them all recently
Creed 1 didn't have the same impact the 2nd time I saw it. It was a good film and I was glad to get another good Rocky film.
Rewatched Rocky Balboa and it resonated much much more
