No way the couple would have found her

The 'father' seemed to be heading up the new group in Palm Springs, or am I wrong there. Why would he take the time to travel - especially with all the blocked roadways? Why couldn't he have taken another person and just made them forget their past? And I forget - were there any younger people in the new Palm Springs? or were they all middle aged and older? And why no pets in new Palm Springs? Del was never shown dealing with dead pets. Would have been lots of dead pets in those homes.

Yes, there were younger people in the new Palm Springs; as Del and Grace drive out, they pass a woman pushing a baby in a stroller.
As for pets, Grace leaves the house where she was being "treated" with her goldfish in a bag.
We clearly don't have a full answer to why the Palm Springs group travels so far to find Grace, but from the scar on her nuque, we can infer that they had already started treating her. We don't know how long, costly and difficult that treatment was--starting over might have been more difficult and time-consuming than fetching her from the other side of the country.

At the end of the movie, while Del was driving out of town, a woman was walking her dog. Dumb movie.
