There are more than 4 travelers, but how can there be 0.4 travelers?

I understood the reference. I just don't understand why is point used sometimes in thousands.

I'm not sure where the OP is from, but in some other countries, commas and decimal points are used in opposite ways. So 4.400 would be their way of notating 4,400. If this isn't the case, then I don't know! Heh.

Probably the closest other program I'm aware of to Travelers. We never did find out exactly what was wrong in the future though, just vague generalities, and after its initial tight pacing The 4400 seemed to meander like they didn't know where to take it. Happens to a lot of shows. Fingers crossed it won't happen to this one.
