Mmm.. I'm not sure about the passengers side/drivers side thing offhand.... I have to say it does appear to me that she was getting in the passengers side, but I can't figure out why that is/who would be driving her...
BUT I do feel certain that that *is* in fact Jaclyn (...or Jackie, rather).
It seemed to me that when they were showing the flashback of her husband interviewing that guy who was talking about Mexico, that was the first time he heard about "Jackie" (it seemed intentional in that scene that the woman they were talking about was being referred to as "Jackie" and they made a point of saying her name more than once). And it's definitely quite a large coincidence that he first heard about her working at a brothel in Mexico and then trying to escape from an aggressor in California, considering his whole big "brothel case" that he's been working on and how 'Jaclyn' keeps referring to the brothel case as this ~mysterious thing~ that she doesn't know much about whenever she's talking to Chance -- "this sex business of his that I'm not supposed to know anything about," as she puts it in episode 7.
....But then we watch this witness in an apparent flashback telling a very intrigued Raymond Blackstone all about this sweet, nice, kind, amazing "Jackie" girl from a brothel in Mexico who's now in California....
Doesn't it seem like maybe 'Jaclyn' doesn't know anything about the brothels and everything, but 'Jackie' - on the other hand - is perhaps directly involved?
So to answer your question... The girl we see Chance following in the car and then face to face with inside the brothel is, in fact, 'Jackie' - and, unlike 'Jaclyn' - she knows a thing or two about her husbands brothel investigations - does anyone else agree?
