To me it looked like used cooking oil, stored with some garbage, which wouldn't be transported off the base by Paul and could go to a processing facility to re-purpose it into biodiesel or something else, all in a less secure manner than the cash was stored in and the theft or disappearance of would garner much less attention than missing cash.
