he was riding on a bike trail intended for civilian use and showed his I.D and had no criminal record . That's how he got in .

Why was he jumping the fence to get out of the base? Why didn't he just ride out from the bike path? Would've looked less suspicious.

He had to jump the fence to get in. The bike path goes through part of the base but you are still separated from the base by the fence.

A good looking, clean cut kid, who spoke mannerly, looked terrified when confronted: What do you suspect him of? At worst - a childish prank. More natural - a curious mind. Besides, what could ONE teenager do against the military?

Most would accept his word; it was plausible.
