Seems like they represent the rich and the elites but how did the entire race get so well off compared to the rest?

We really only got to see limited parts of the city. There could be poor elves we just didn't see. Definitely hope we get more info in future installments.

They got the Kebbler Elf money coming in. Plus they got a monopoly going working at the north pole.
