I just saw the trailer for this and it looks like a more mainstream/teenagery version of Twin Peaks. Is that right?

Ehh, yeah kinda. It's based on the famous Archie comic books. It's basically a very cheesey teen drama with a murder mystery attached. Basically a mix up of Pretty Little Liars, Twin Peaks, and Archie Comics.
