To be sure, their were racial tensions at the time, never more evident than between black people of Detroit and the DPD. But all black people were not criminals and all cops were not racists.
It didn't get better after the riots with "White Flight" from the city and the creation of S.T.R.E.S.S by the DPD.

It is not true that all black people were not criminals. Also not true that all cops were not racists.
Some black people were criminals. Some cops were racists.
Some white people were criminals. Some black people were not criminals. Some cops were not racists. Some non-cops were racists.
White people become victims of police brutality all the time. And violence in general.
