It does seem rather unfocused.
I think they are trying to morph the show into a West Wing clone.

Ratings are down quite a bit, wouldn't be surprised if it gets cancelled after this season, I like Madam Secretary better.

I am not surprised the ratings are down. They start of with a bang (S1) and then is downhill all the way. I have only seen the first two episodes and can't be bothered to watch the rest. That's how interesting S2 has been.

Also, I have only seen one episode of Madam Secretary so not sure whether to start watching that instead of this poor man's West Wing wannebe.

I have now seen 5 episodes of S2 and officially it is all over for me. I have given up on it - no more DS for me.

It is a terrible show now and all the fun has gone out.

I think ill finish this season but it has been terrible indeed.
